Introduction:
Under 29CFR1926.1101, OSHA has broken down asbestos work into separate classifications requiring specific training of all employees as follows:
The U.S. Occupational Safety and Health Administration’s (OSHA) deadline for asbestos training was October 1, 1995. Training must be provided on all levels to all employees who perform Class I through IV asbestos operations and prior to or at the time of initial assignment and at least annually thereafter.
CLASS I ASBESTOS WORK means activities involving the removal of TSI and surfacing ACM and PACM. This class of asbestos includes, but is not limited to the removal of pipe, boiler and mechanical systems insulation, as well as sprayed-on fireproofing. The training required is a minimum of the 32-Hour Asbestos Handler course, but to qualify as a Competent Person under this regulation, the 40-Hour Supervisor/Contractor course is required.
COURSE II ASBESTOS WORK means activities involving the removal of ACM, which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting, roofing and siding shingles and construction mastics. The training required is a minimum of the 32-Hour Asbestos Handler course.
COURSE III ASBESTOS WORK means repair and maintenance operations where ACM, including thermal system insulation and surfacing materials, is likely to be disturbed. This is required for maintenance personnel who may have to remove small quantities of asbestos at their facilities. The training required for this class is a minimum of the 16-Hour Operations and Maintenance course.
COURSE IV ASBESTOS WORK means maintenance and custodial activities during which employees contact ACM and PACM and activities to clean up waste and debris containing ACM and PACM. The training required for this class is a minimum of a 2-Hour Awareness course.

Asbestos Building Inspector
This three-day course is designed for individuals who need EPA/AHERA/NYS certification to evaluate public and private school buildings for asbestos-containing materials. It is required by New York State to provide extensive training to individuals whose job responsibilities include building surveys, hazard assessments in schools, inspecting industrial and residential facilities.
The course objective is to outline and illustrate the basic considerations and methods used to determine the presence of asbestos-containing material in a building and how to use the survey results to develop and effective operations and maintenance plan.
Course segments include information on the health hazards of asbestos exposure; typical applications for asbestos-containing material; evaluation methods including the walk-through survey, bulk sampling strategy, methodology, analysis and results, interpretations; assessing the condition of existing ACM and evaluating its potential for future change. An actual walk-through building survey is an integral part of this portion of the course.
An examination score of 70 is required for successful completion of the course. We will provide additional tutoring and re-examination (2 times) to obtain the passing score. There is no Federal or State exam required. Upon successful completion of the AHERA Building Inspector course, a Certificate of Completion diploma, all necessary New York State applications and AHERA identification card (optional) will be issued.
EPA/AHERA/N.Y. State Asbestos Management Planner
Designed for individuals charged with responsibility for developing the asbestos management plan and who have successfully completed the Asbestos Building Inspector Course. This 2-Day course will guide the individual in preparing and implementing an effective plan that meets AHERA requirements.
The management planning course expands on the interpretation of the building survey results and demonstrates how this information and the hazard assessment process are used in the development of the operations and maintenance plan. Safe practices and procedures are stressed as well as on-going surveillance, recordkeeping and administration.
Each student will be required to pass a written examination to fulfill the requirements for NYS and EPA/AHERA certification. Upon successful completion of the program, each student will receive a Certificate of Completion Diploma, along with an AHERA identification card (optional).
EPA/ AHERA/ NEW YORK STATE 1-DAY BUILDING INSPECTOR AND MANAGEMENT PLANNER REFRESHER

NAETI offers the N.Y. State and EPA accredited one-day refresher program for Inspectors and Management Planners. The day will be broken up into two parts with the Inspector portion being conducted the first half of the day and the Management Planner the last half of the day.
This course re-stresses and reviews the importance of good asbestos management and inspection procedures, along with regulatory changes involved with inspection and management plans.
The training course fully meets the criteria set forth by EPA for an Inspector/Management Planner Refresher. The student must be an accredited Inspector or Management Planner before enrollment.

NEW JERSEY/ NEW YORK STATE/ EPA/ AHERA 5-DAY ASBESTOS SUPERVISOR/ CONTRACTOR PROGRAM

National Asbestos & Environmental Training Institute offers a training program specifically for asbestos supervisors and contractors who wish to obtain permits from the States of New Jersey, New York, Pennsylvania and the City of New York. This 5-day course has been approved and given certification by the New Jersey Department of Health, New York State Department of Health and the New York City Department of Environmental Protection. It is reciprocally approved by the Commonwealth of Pennsylvania. It is also AHERA/EPA approved under Section 206 of the Toxic Substances Control Act (TSCA) 15 U.S.C. 2646.
Designed to meet the OSHA requirements for a “competent person” and/or a “certified supervisor” and the EPA requirement for an “accredited supervisor”. OSHA requires this course for asbestos consultants and site surveillance technician certification. EPA requires at least one person with this training to be present during any renovation or demolition work that disturbs asbestos (small maintenance jobs may be exempted).
A comprehensive discussion of the practices and procedures used in asbestos abatement work is provided in this course and included three days of lecture and 2 days of hands-on workshops. It is designed to provide the attendee with the ability to understand the importance of federal, state and city regulations, recognize asbestos applications, comprehend the health hazard potential and understand the principals of work practices to work safely and efficiently with asbestos in a manner that will safeguard personal and public exposure.
Initially designed for the accreditation of abatement contractors, this course also provides building owners, health and safety professionals and regulatory agency personnel with the basic information needed to interact successfully with experienced industrial hygienist/consultants and abatement firms.

This one-day refresher reviews and discusses all changes in applicable federal, state and local regulations and developments in state-of-the-art procedures affecting the supervisor in any way. Upon completion of this course, the student’s AHERA accreditation is extended for an additional year and each student will receive a Certificate of Completion diploma.
Students will also receive all necessary applications to submit to New Jersey and New York State for renewal of their licenses. There is no re-examination at this time.

This 3-Day course provides the training required to design an AHERA asbestos abatement project in accordance with applicable rules and regulations. The completion of this course and the passing of the required examination fulfills U.S. EPA requirements per 40 CFR, Part 763 and New York State Department of Health requirements.
This seminar includes development of abatement specification and drawing including a field exercise for “hands-on” experiences, budgeting/cost estimating, contract preparation and administration, design of control measures, legal liabilities/defenses, role of other consultants and overview of abatement construction projects. Included in the course fee is a comprehensive Course Manual, Current Federal and State Regulations Manual, Respiratory Fit Test and NAETI Final Exam. NEW JERSEY 30-HOUR AIR MONITORING PROGRAM

GENERAL INFORMATION:
National Asbestos & Environmental Training Institute is offering a NJ 30-Hour Asbestos Monitoring Program. Project monitoring is used in the asbestos abatement industry to determine if a given project is being performed according to all specifications as well as local, state and federal standards. In New Jersey, asbestos safety monitoring must be employed for all Subchapter 8 jobs by the building owner.
The purpose of this course is to give individuals who do not have the educational background or field experience a better understanding of air monitoring using standard sampling equipment, calibration techniques and analytical methods including recordkeeping techniques and various other controls to keep a given asbestos abatement project in compliance. Each attendee will be provided with a comprehensive course kit in loose-leaf notebook form to keep as a personal reference source.
This 30 hour, 4-day program, with extensive hands-on training activities is offered at all NAETI’s facilities or at our clients’ facilities for large groups. Upon successful completion of the course, a Certificate of Completion diploma will be issued.
Successful completion of a course in air monitoring methods consisting of a minimum of 30 contact hours that shall include hands-on experience with using and calibrating various types of air monitoring equipment; or six months of work experience performing air monitoring including at least 30 hours on-the-job training, which may be substituted for this education requirement.
REQUIREMENTS:
Minimum Requirements for approval of asbestos safety technicians by the New Jersey State Department of Health as required by N.J.A. C 5:23-8.18

a. At least two years of college courses in academic sciences, i.e. biology, chemistry, industrial hygiene, environmental science, or related fields. OR
